More homes for vulnerable Australians
The Housing Australia Future Fund (HAFF) – Crisis and Transitional provides grants and loans to support the delivery of housing for vulnerable Australians, including women and children experiencing family and domestic violence, and youth at risk of, or experiencing, homelessness.
What support is available
Under the HAFF - Crisis and Transitional, $1 billion is available to eligible applicants for new crisis and transitional housing projects, through a combination of up to $700 million in grants and $300 million in concessional loans. This funding is available for:
- women and children who are experiencing family violence
- youth who are experiencing, or at particular risk of, homelessness.
Due to the overwhelming interest in the HAFF - Crisis and Transitional, Housing Australia paused the intake of Grant only EOI submissions from 6 January 2026. From this date, Housing Australia is accepting EOIs for the loan product only.
Who can apply?
Projects that meet the criteria below may be eligible for support under HAFF - Crisis and Transitional. As this list is not exhaustive, applicants should refer to the full eligibility criteria before applying.

How to apply
- Check your eligibility – review the HAFF - Crisis and Transitional Guidelines to confirm your organisation and project qualify.
- Review Statements of Priority for your jurisdiction and consider how your project aligns with these and the Investment Mandate.
- Book a consultation – speak with the Housing Australia team to discuss your project and eligibility.
- Register on the portal – create an account in the Housing Australia Portal (HAP) to submit your application.
- Submit an Expression of Interest (EOI) – provide key project details so Housing Australia can assess eligibility and compliance.
- Prepare a full application – if your EOI is successful, you’ll be invited to submit a formal HAFF - Crisis and Transitional application via the HAP.
- Application assessment – Housing Australia will review your application and decide if funding (grant and/or loan) can be offered.

State and Territory Statement of Priorities
Housing Australia is working closely with State and Territory Governments to ensure crisis and transitional housing projects supported under the HAFF - Crisis and Transitional deliver positive outcomes for the broader housing and homelessness system in each state and territory.
Each State and Territory government has provided a Statement of Priorities to guide the allocation of HAFF - Crisis and Transitional grants and loans and share what success would look like for the jurisdiction. The purpose of this document is to provide prospective applicants with guidance on the types of projects that will be favourably considered.
Each State or Territory Statement of Priorities for new crisis and transitional housing and key jurisdictional contact details are provided below.
In line with Ministerial direction, references to the National Housing Infrastructure Facility – Crisis and Transitional (NHIF CT) within State and Territory Statements of Priorities should now be read as HAFF – Crisis and Transitional, reflecting the program’s updated name.
