Housing Australia has released its 6th annual *Home Guarantee Scheme (HGS) Trends & Insights Report, covering data on the First Home Guarantee (FHBG), Family Home Guarantee (FHG) and Regional First Home Buyer Guarantee (RFHBG) for 2024-25.

*On 1 October 2025, the Home Guarantee Scheme was renamed the Australian Government 5% Deposit Scheme. All home buyer case studies, reports and publications published prior to this date will reference the Home Guarantee Scheme. However, these references can now be read as references to the Australian Government 5% Deposit Scheme. 

About the Scheme

The purpose of the Home Guarantee Scheme (the Scheme) is to help eligible homebuyers access the housing market sooner.  

Under the Scheme, part of an eligible homebuyers home loan from a Participating Lender is guaranteed by the Commonwealth through Housing Australia. This allows homebuyers to purchase a property with a deposit of between 2% to 5% of the property purchase price (depending on which guarantee they obtain) without paying Lenders Mortgage Insurance (LMI).

Growing participation in the Scheme

In 2024–25, more than one in three first homebuyers nationally were supported by the Scheme—up from one in ten in its first full year of operation.

Victoria leading national take up

In 2024–25, Victoria accounted for 37% of all guarantees issued—well above its share of the national population and its proportion of the first homebuyer market.

Supporting home buyers across Australia

In 2024–25, the Scheme supported 20,376 Australians in regional areas, with 12,820 guarantees issued.

Since Scheme inception in January 2020, the Scheme has supported over 230,000 Australians into home ownership, including:
  • 45,000+ key workers such as teachers, nurses, and emergency service personnel
  • 79,000+ regional buyers
  • 5,000+ single women with dependents
  • As of 30 June 2025, over 34,000 households—or 1 in 5 participants—had successfully transitioned out of the Scheme. 
  • The Scheme has also supported the construction of new homes, contributing to housing supply.
2024–25 Scheme highlights:
  • Over 1 in 3 first homebuyers nationally were supported by the Scheme 
  • 92% of available places were taken up
  • 61,281 homebuyers supported
  • 20,376 Australians in regional areas supported
  • 12,040 key workers supported—representing 28% of all guarantees issued
  • 3,900+ households purchased a newly built home.
