Opening today: Call for Submissions, HAFF Round 3 to support 21,350 homes
Today, Housing Australia will release the Call for Submissions for Round 3 of the Housing Australia Future Fund (HAFF) to support the delivery of the remaining 21,350 social and affordable homes to meet the national target of 40,000 new homes by 2029.
As the largest funding round under the HAFF, Round 3 presents an unprecedented opportunity to accelerate delivery, deepen partnerships and broaden participation to deliver well‑located and high‑quality social and affordable homes across metropolitan, regional and remote communities.
Building on lessons learned from the first two funding rounds under the HAFF, Round 3 reflects a more open, streamlined approach that encourages innovative, transformational solutions capable of leaving a long‑term legacy within Australia’s housing system.
To meet program objectives and support a diverse applicant pipeline, Round 3 introduces 4 tailored funding streams, each designed to attract long-term partnerships and a wide range of project types and delivery models:
- Stream 1 - First Nations: more homes owned by First Nations housing providers, supporting the housing needs of Indigenous households and Closing the Gap objectives.
- Stream 2 - Housing Diversity: improve housing outcomes across a diversity of locations and cohorts, supporting investment in communities to improve liveability, economic opportunities and respond to acute housing needs.
- Stream 3 - States and Territories: partnerships with state and territory governments to unlock and accelerate the delivery of more homes and support thriving communities, long-term.
- Stream 4 - Partnerships at Scale: enabling more homes and rapid delivery by attracting partners that can deliver timely and efficient outcomes at scale.
First Nations applicants will also have access to a dedicated First Nations Concierge Service, offering culturally-informed and consistent guidance across the application process and Housing Australia’s broader funding programs. The service provides a trusted entry point into Housing Australia, supporting applicants from early engagement through to application and delivery.
Housing Australia CEO Scott Langford said, “The scale and design of Round 3 offers unprecedented opportunities to deliver long-term outcomes that support diverse locations and cohorts and address acute housing needs, nationwide.”
“From today, Housing Australia is calling on partners to propose housing projects that will deliver safe, accessible and affordable homes and housing security for Australians in need.
“The momentum we’re seeing through the first two rounds reflects genuine partnerships and a shared determination to expand the supply of social and affordable housing. Round 3 offers new opportunities for collaboration and innovation to deliver 21,350 more social and affordable homes and achieve the HAFF’s 40,000 homes target.”
Housing Australia Chief Investment Officer, Pretar Harris said, “Round 3 welcomes an even broader range of delivery partners, creating new opportunities for collaboration across community housing, government and private sectors. Partnerships are the key to delivering sustainable housing outcomes.”
“Housing Australia is focused on creating the right conditions for partners to present viable, well‑located and high-quality projects that can be delivered with confidence and at scale. These are the solutions that will help build a long‑term legacy in Australia’s housing system.”
Funding from earlier rounds is already supporting a pipeline of 18,650 social and affordable homes across the country. With nearly 1,000 homes completed, and over 9,000 currently under construction, the program is demonstrating increasing momentum and impact.
These outcomes demonstrate the strength of collaboration between Housing Australia and its partners. Together, we are delivering safe, affordable and well‑located homes for Australians who need them most, while also creating long-term pathways to grow housing supply through strong, enduring partnerships.
